I think the bug you linked is different.

The bug report is complaining that subdirectories are not created on MTP devices when uploading tracks. This email thread is about subdirectories not being scanned when reading the tracklist from the device so only tracks in the root are listed.

You should really search bugzilla for such things.  It's where we
tracks bugs and enhancement requests.  Here's the one you would have
