That may be a yelp problem. If you don't have a yelp-tools package
installed, Balsa's configure script will note that you can't process
the help files, but it doesn't die--you just don't get any help! I
don't know what you would need to install in Gentoo to fix it.
As I said earlier, since I run primarily KDE, I have only the minimal
set of gnome tools and libraries installed. Oddly, I do have
yelp-tools installed, but not yelp itself. I'm not sure why that's a
legal combination. I'll install yelp, reinstall balsa, and if that
works, I'll file a bug against the Gentoo ebuild to add the dependency,
potentially as an optional one. I suspect they didn't catch it since
it doesn't complain without yelp, but just doesn't provide the help
screens.
