Hmmm...don't know what's going on there.  I just committed a couple of  
other menu items that weren't flagged for translation, but the main  
menubar items were flagged in 7706.  Apparently none of the labels or  
tooltips are translated in the items that GtkUIManager constructs.  We  
must be missing something :(
