I solved this problem with converting the GnomeCard-Addressbook with iconv  
to utf-8 and running Balsa with LANG="de_DE.UTF-8".

Balsa should recognize the charset of the address files and convert it to  
the current one (an example of such a filter can be found in the code of  
gedit or bluefish ;)
