Yes--Balsa reflows f=f messages for viewing--try changing  
Settings=>Preferences=>Display=>Message=>Wrap Incoming... and see  
how the reflowing changes.

It's in current versions--Edit=>Reflow Selected; it *does* treat  
all selected text as a single paragraph, because bad wrapping can  
lead to mixed quote levels in what was originally one paragraph.  
You just have to reflow one paragraph at a time.
