ANNOUNCE: balsa-1.3.2 released.

Hello,

Balsa team would like to announce balsa-1.3.2 release. This is mostly 
work-in-progress release, with a lot of code clean-up, and some bug 
fixes and new features. If you had some problems with older releases, 
please give this one a try.
