Simon,
The venue selection should be a balanced choice. You find the best place that you can within the budget you set for yourself. Then you work on raising the funds necessary to meet your budgetary goals. A good venue is key to fundraising. Noone wants to support a venue located in a slum. Likewise you will find difficulty getting support for a venue that is excessive. Students are key elements to promoting GNOME, as they will gain interest and begin to promote it to others. Is there no venue that can attract students as well as others? Will the students not go elsewhere? As a side point you -absolutely- should speak with local companies to help support the Summit no matter where you have the venue.
