Mostly it's an internal process. They verify the requested names follow
proper naming process, make sure it is a valid request (ie not spam),
etc. 

I did a couple of tests with the new lists yesterday. I am
exporting/importing the subscribers. If you don't receive a test email
from me today please ping me.
