Hi Brian and Stormy,
It is good to follow the GNOME travel policy. Since I am already a member of the travel committee.
For the travel sponsor for GNOME.Asia, I can send out an email to travel committee that the budget is $5,000, from the money we saved from last GNOME.Asia Summit 2008.
How about below process:
1. We announce to mail list and website to say that we will provide travel subsidy, to make it simple, we should claim that generally we only sponsor transportation -- train, bus, airplane etc.
2. We only sponsor speakers
3. Interested people send application to travel-committee gnome org, we will choose them based on the priority and budget. The cut off date is November 9, 2009.
4. All the sponsored speakers will be asked to sign the Form during the summit. Then I will make a copy to travel committee
5. About the pay process, there are two ways:
1) pay them by cash when they come to summit
2) Rosanna will help on transfer the money to their account
Which one is preferred ?
6. Duty for the people who receive sponsorships: speech, write blog, communicate with people (Just like the travel policy)

We probably should use the GNOME travel committee and the regular process. That means you will have to give the travel committee a budget and some criteria for choosing people (if applicable) - for example, speakers get priority.

Sponsor our speaker is very import to make Summit more valuable and success. We have save some money from Summit 2008, I would like to use $5000 to sponsor our speakers. Since we don't have a big money, we should think about use the money wisely and carefully.
The general idea is sponsor speakers' flights, we will try to cover most of their flights. So for people come from Asia country, we plan to sponsor $400, for people come from US, European or other country far away from Asia, we can sponsor $1000. Since we only have $5000, we can distribute the money in below ways:
1) 1 * $1000, 10 * $400
2) 2 * $1000, 7 * $400
This is a initial idea, I would like to hear more member's opinion about it.
After we set the travel subsidy policy, we should announce it on our website and mail list to call for more speakers.
I also attached a format of travel subsidy we used last year.
