I assume you want to use the PostGres C API ? In which case, you'll need
to add the includes and libs to the INCLUDES and LDFLAGS variables of
src/Makefile.am.

If you can be precise about what exactly you want to do, maybe people
can help you better, Also, the PostGres list is probably a better place
for this question.
