I would consider it a bug, but may be its not my area to talk as I
prefer not to have key echo anyway.

I would have thought this may be simple to resolve, orca knows when the
key is a command (as it does the command). The question is should orca
try to supress this when a command key is pressed, or should echo key
press be only when key is not a command key (only if key is not a
command will orca try to speak key press, opposed to trying to stop orca
speaking the key press if the key is a command key, subtle difference
but how would they compare for performance).
