The first thing to do when we receive an application is to add it to
application_status.txt (in the gnome-foundation cvs module).

Then, we can start to process it. In this case, I agree that we need to
send a mail to Federico since Miguel is not a well-known contributor (it
would be too easy if we could know all contributors ;-)).

There's a template for such a mail in the cvs module:
form-letters/request-info.txt

We usually send this mail to the contact (here, Federico) and cc the
membership committee.
