It has been a part of Evolution for at least several versions now.

When you are in Contacts go to File -> New -> Contact List

Set up this contact list with the addresses of those you want to contact
and select the hide option at the bottom of the contact list.

Done.

If you find a slick way to add contacts I would be interested.  The best
that I found was to find the exact email address that I wanted (many of
my contacts have more than one email address) and then highlight, copy
and paste into the new list.
