I'm not sure what you mean about the c/c/p items, but for the search
stuff we could just add the search stuff directly (adding gtk menu items
for the saved searches) i think.  There is also various gtk menu merging
stuff in libegg and such.

Well if you're just going to use gtk menu merging anyway that could have been done yonks ago (once we went in proc) and really has nothing to do with or without a common shell.

Cut copy paste?  Well, its so that the bonobo cut copy paste menu calls the right widgets cut copy paste item when you activate it.  e.g. the search bar, or gtkhtml, or the message list, or the composer entries.  i.e. menu merging.
