Unfortunately that's not possible with eog as it needs a certain size
for the basic UI elements.

The "Hide Titlebar" plugin does not work with newer eog versions they
have a headerbar instead of a titlebar. It's still shipped with the
eog-plugins package as it the current package is working with older eog
releases as well.

You could try ImageMagick's 'display' tool instead. By default it its
window consists of the image and the titlebar only.
