Your responses were rather surprising, so I double-checked on the command line behavior.   You are correct.  The behavior I was observing was due to using the Windows “start /b” command.  My mistake!  I still have the incomplete headers problem running xsltproc from PHP without using the “start” command though, but I guess I’ll have to get a PHP crowd to help me out with that.
