[xslt] xsltApplyOneTemplate: include was not compiled - what does it mean?

I am trying to include another XSL file like so: 

<xsl:include href="file:/home/dev/web/xsl/contacts.xsl" />

And I get a "xsltApplyOneTemplate: include was not compiled" error. I
searched for answers, but was unsuccessful. What does this error mean?
How can I get a more descriptive error message?
