I don't quite get this. The message says:
   ... entity "test/dtd/4.1.2/docbookx.dtd"
according to test/relaxng/docbook_0.xml refering to
   "../dtd/4.1.2/docbookx.dtd"

I interpret this as a request for the file
   libxml2-x.y.z/test/dtd/4.1.2/docbookx.dtd
which is not part of the distribution, which might however exist in your
master (CVS?) tree from which you run the regression tests.
