[xslt] Release of libxslt-1.0.18

  It was one month since the last release:
     ftp://xmlsoft.org/ and Gnome FTP mirrors
     http://xmlsoft.org/XSLT/

The changes include:
- a number of bug fixes: attributes, extra namespace declarations (DocBook),
  xsl:include crash (Igor), documentation (Christian Cornelssen,
  Charles Bozeman and Geert Kloosterman),  element-available (Richard Jinks)
- xsltproc can now list the registered extensions thanks to Mark Vakoc
- there is a new API to save directly to a string xsltSaveResultToString()
  by Morus Walter
- specific error registration function for the python API
