I don’t know why it doesn’t work on NetBSD. I assume your build is with iconv and without ICU. Does `iconv
-l |grep -i ebcdic` return any results?

I'm still working on this issue. I did not install ICU so it was not
part of the original testing I performed.
I'm getting ICU ready now. ICU is having trouble getting through
acceptance testing, so it is taking longer then expected. I'm creating
the patches needed for it now.
