I hit a code-gen bug in libxml when it is compiled with VS 2015 Update 2 and optimized for size. I filed the bug here:

A similar fix upstream and perhaps a test of xmlUTF8Strsize()'s behavior might be a good idea.
The bug does not occur when optimizing for speed.
