Thanks for your help.
I am using a Windows 8.1, 64bit computer with libxml2 from this file:
libxml2-2.7.8.win32.zip in a command prompt.
I would like to compile this program: http://xmlsoft.org/examples/reader1.c
I have used "cl reader1.c" at the command prompt and I get this output:

Tony,
Libxml2 works quite well in Windows, and can readily be compiled with Visual
Studio 2013. Can you be more specific about where you are running into
problems? If you want assistance, it would also be useful to know whether
you are attempting to build a 32-bit or 64-bit version.
