patches are applied.

2) Do not install SCM doc files (i.e.: HACKING) if building from a
distribution tarball.

In addition, I noticed that file doc/news.html is not fixed in rc1, as
done by master commit "doc/news.html: small update to avoid line join
while generating NEWS."
