Although I am running a slightly older version I do use the xlc (IBM) compiler. This has been in the past the default -- meaning don't pass CC= at all -- just let it default. It could be that since I do not have gcc installed this is the case, and if you have both you might need it, I don't know. I literally run it as such:
./configure
and call it done.
