No.  Earny, Daniel miss where nad how libxml headers redefine vsnprintf 
for MSVC. The patch that clean up code and HAVE_CONFIG_H was posted for 
earlier versions so the patch does not include tests added for 2.9 . All 
information is in libxml mail list.
