Hmm. Wouldn't the question make a little more sense the other way round?
Libxml2 is a library, so it shouldn't make any assumptions about any
particular Linux distribution, that's just out of scope. Or are you
talking about the build procedure?

Don't know. I'd probably just compile it and see what gives.
