I'm not a build expert, but I'd need more details about the exact
steps you're taking to have any chance of helping. What version of
msvc, libiconv and so on are you using? Have you tried trunk libxml2?

I have no trouble building a 2.5MB xmllint with libiconv 1.11.1 that's
only linked against wsock32, kernel32, and msvcrt.
