It probably does not go far enough.

The risk of not providing support / licensing is that the software will
become unused.  However, if the remainder of the community supports the
effort, this is unlikely to happen.

What would be nice to see is a revokation of not only support, but
licensing as well.  Deny them access to the best tools.  Even if they
decided to generate their own tools, they are not likely to be of the
same quality, and I think they would realize that it would be better to
get along than go it alone.
