[xml] NEWS or documentation

Hello,

I was trying to figoure out with libxml version got
xmlwriterStartComment and got it works.

I'm wondering if it will be possible to add this kind of informations
either in the NEWS file (or at least in the manual using a kind of
@since tag) in the future releases.

Nothing that one cannot manage on its own, only annoying to dig the
cvs history or download all libxml2 releases ;)
