[xml] c14n and xml:id attribute

I have to agree with folks saying that it is not c14n spec problem
but rather a problem with xml:id spec. However, in the current state
of both these specs I think it would be a good idea to have a c14n
errata item that would limit the propagation of xml:* attributes.

Anyway, I am waiting for a consensus on the subject before I rush
to change the code :)
