[xml] patch: xmlTextReaderHasAttributes doesnt account for nsDef

xmlTextReaderHasAttributes doesnt account for namespace declarations so when
an element doesnt conatin attributes, but has an nsDef,
xmlTextReaderHasAttributes will return 0 while xmlTextReaderAttributeCount
will return 1. Following patch checks for nsDef.
