[xml] Iconv support not found

Hi,

I try to configure/compile the libxml with iconv support under cygwin (win32
platform).
I updated the cygwin with libiconv but when i make configure it doesn't find
the libiconv.
(Iconv support not found).

I tried to find anything to the mail archives but i still have problem.
Is there any solution for my problem.

I would appreciate it if someone could help me.
