[xml] [PATCH] minor fix for compiler warning under VMS

Hi Daniel,
        Would you mind applying the attached patch? It just ensures that a
couple of extra headers are included, avoiding warnings about implicit
function declarations.
        I know it's not the ideal way to fix it, but until VMS has a
convenient equivalent for configure, it at least makes my life easier...
