Is there an intent to fully support W3C XML
schemas? Is there an anticipated release
date for an implementation? What is the
current plan?

Very broken, very limited, W3C XML Schemas support
is available.
I don't suggest using it but instead rely on Relax-NG
which is
fully supported (including W3C XML Schemas dataype
support).
