[xml] Cleanup of pseudo Docbook SGML parser from libxml2

  Mostly FYI and to make sure really nodbody relies on that broken
piece of code, I plan to remove the pseudo Docbook SGML parser code.
The 10 public interfaces it exposed when compiled in are deprecated,
empty entry points for maintaining the ABI compatibility will be
kept but that's all, this removes approx 100KBytes of broken code,
from the library !
  As a result the xmllint and xsltproc options "--docbook" which were
confusing Docbook XML users will disapear too,

     I just hope nobody relied on this,
