[xml] Updated Cygwin versions of libxml and libxslt?

Hi Robert,

Just writing to ask if you might be able to update the Cygwin versions
of libxml2 and libxslt available via setup.exe. The current Cygwin
versions are pretty far out of date now and have at least one serious
bug that users are likely to run into if they use they use xsltproc and
xmllint with the DocBook XSL stylesheets.
