  Hi!

  Our system internally work with CP-866 encoding.
  I have already reconciled to that all strings should be converted in UTF-8.
  But why xmlEncodeEntitiesReentrant convert all non-ASCII chars to CharRefs
  and size of strings is increased in 4 times (2 byte -> 8 byte)?
