[xml] Linking the python bindings with thread enabled libxml2

Hi,

Here is a patch to python/setup.py.in and win32/configure.js
so the python bindings link correctly with thread-enabled libxml2.

The patch should work on unix too, but I have not has a 
chance to verify.
