All options do something. These which you mean are not evaluated in the
Makefile, because there is no need for that now. The features are controlled
through the autogenerated include/libxml/xmlwin32version.h file.

The Makefile includes all WITH_* definitions, even those which are not
evaluated in the Makefile, because these variables are available after the
configuration stage and because they might be needed in the future.
