[xml] Release of libxml2-2.4.19

  Yet another release:
     ftp://xmlsoft.org/ and GNOME mirrors
     http://xmlsoft.org/

This is mostly a bug fix release:
  - bug fixes: half a dozen XPath bugs, Validation, ISO-Latin to UTF8 encoder
  - portability fixes in the HTTP code
  - memory allocation checks using valgrind, and profiling tests
  - revamp of the Windows build and Makefiles

  Some of the XPath fixes would need more work as discussed previously.
Igor now has CVS commit access so we can hope that Windows and other 
release will be more synchronized.
