[xml] Release of libxml2-2.4.18

  After a number of bug fixed it was time of a new release:
     ftp://xmlsoft.org/ and Gnome FTP mirrors
     http://xmlsoft.org/

This version includes:
 * bug fixes: tree, SAX, canonicalization, validation, portability, xpath
 * removed the --with-buffer option it was becoming unmaintainable
 * serious cleanup of the Python makefiles
 * speedup patch to XPath very effective for DocBook stylesheets
 * Fixes for Windows build, cleanup of the documentation

The Windows fixes are based on the IN_LIBXML mechanism discussed earlier.
