[xml] How can I parse XML using ISO 8859-1 decoding?

I am using SAX interface to parse XML, the XML is encoded with "ISO-8859-1" and contains French, Spanish, etc.
Is there any method I can enable in the libxml2 that allows to catch all characters in ISO 8859-1 or Latin 1.
