No. Libxml can certainly be used to parse XKMS requests/responses,
but there is no direct support of it in the library. I don't know
of any add-on implementing it on top of libxml (doesn't look too hard
to implement but the status of XKMS is unclear it is only published as
a W3C NOTE which has no standard status).
