[xml] Release of libxml-2.4.15

  Okay 2 releases in 3 days, but the previous one had seriously broken
python Makefiles:
    ftp://xmlsoft.org/

This is mostly a cleanup release:
  - Makefile cleanup especially the python module ones
  - A few bug fixes
  - Serious cleanup of the include files and some code cleanup
