[xml] [PATCH] US-ASCII Alias for libxml2

Hi,
  the docbook 1.39 xsl stylesheets need US-ASCII as an encoding type.
It's listed in the IANA charsets register as the preferred alias for
"ascii".

This patch adds an alias in libxml2 for that. It may not be the "right
way" - just say if it's not.
