[xml] Two new releases of libxml: 1.8.14 and 2.3.13

  Available at:
     ftp://xmlsoft.org/ and Gnome FTP servers

  First libxml-1.8.14, this is mostly for people using Gnome, this
is a bug fix release for the push parser needed for Gnumeric.
  
  Second libxml-2.3.13, fixing the push parser and the configure.in
errors I introduced in 2.3.12,
