The intention AFAIK is primarily to make them available to those clients that
are parts of the workspace (pagers, taskbars, etc.).

It is not. Pagers/taskbars/... may care about whether a window is maximized
or shared (e.g. because they have an action to change this state), but they
don't need to care what exactly the result of that action will be.
