My experience is to put timestamps in if it is even remotely
concievable you might need them.
Once burned, twice shy. The core protocol lacks some time stamps in
a few places we wish we'd put them, and there are a few races we
can't easily fix as a result. We didn't think we'd need them, and
only later discovered we were wrong.
So always err on the side of timestamping....
