I also think its a good approach, allowing Pagers to do
what they need to do without giving Applications too many
new ways to screw up. We probably want to specify that
the Window Manager must treat this message like a 
ConfigureRequest for the purposes of sending synthetic
notifications, for the benefit of clients wanting to track 
their position as per the ICCCM recommendation.
