This is a matter of personal taste. I find it extremely annoying when the
Windows taskbar is not configured so it is always on top. Whether you can see
a real reason or not, I assure you that I would like the ability to keep the
Gnome panel on top too! :)
Since even two users cannot agree on whether this is a good idea, I think it
is clear that this must be a configurable option. As a compromise I suggest
that layer hints should be used only at the request of the user, like UPos
hints. And of course, the window manager will always be able to ignore layer
hints from badly-behaved applications, or all layer hints, at the user's
request.
